Global Experience
Joe's impactful experience includes managing several major operational incidents and humanitarian events. He served as Incident Commander and other leadership roles on multiple Tier 3 Incident Management Teams. Joe's proficiency extends to global emergency response training and exercises, averaging 10 Incident Management Team drills annually, and leading the 2017 MEXUS exercise alongside the U.S. Coast Guard and Mexican Navy.
A master in diplomacy and relationship cultivation, Joe initiated a stockpile of Tier 3 dispersants through negotiations and fostered an industry-government cooperative in Northern Colorado for resource sharing. He orchestrated support for the Cartagena Convention and orchestrated a mutual aid agreement among multinational Oil and Gas Companies in the Guyana-Suriname Basin.
